Rather than one steel mill, SAIL runs five separate integrated plants at Bhilai, Rourkela, Durgapur, Bokaro and Burnpur (IISCO), spread across four states, plus specialty steel units. It meets its entire iron ore needs from its own captive mines, so its input costs move differently from steelmakers that buy ore on the open market. The Government of India holds about 65% of the company.

Earns most of its revenue by converting iron ore mined almost entirely from its own captive mines, plus flux from its own quarries, into finished and semi-finished steel at its own plants. Coking coal is different: only a small fraction comes from its own collieries, with most imported or bought under long-term contracts, so SAIL has far more control over its ore costs than its coal costs compared with steelmakers that buy ore on the open market.
